Falmouth Wind 2 -A Six Million Dollar Loan or Grant ? They will never ever answer this question !

By the end of 2011 Massachusetts through federal stimulus funds had been awarded nearly two billion dollars from the federal government. The money from the federal government comes from us the citizens who pay federal taxes.

The American Recovery and Reinvestment Act of 2009 ( ARRA ) is commonly referred to as the Stimulus or The Recovery Act, was an economic stimulus package enacted by the 111th United States Congress in February 2009 and signed into law on February 17, 2009

Falmouth Massachusetts funded its second turbine called Falmouth Wind 2 entirely through the American Recovery and Reinvestment Act of 2009 (ARRA) . The amount is around 6 million dollars.

The question of a loan or a grant to this day has never been answered and the September 12, 2012 video of the WTOP-CBI meeting remains missing for good reason. They don’t want you to know the truth.

The Massachusetts Water Pollution Abatement Trust State Revolving Loan Fund had been given millions of dollars received from the federal government American Recovery and Reinvestment Act, ARRA. Keep in mind the federal dollars received by the state of Massachusetts and placed in the Mass Water Pollution Abatement Trust State Revolving Loan Fund are our federal tax dollars

The Town of Falmouth and state officials don’t want to answer the question: Was the 6 million dollars to build Falmouth Wind 2 a loan or a grant ? It’s time to get the answers ! Ask yourself why on one will answer a basic question unless their is something wrong.

It sounds like a simple question so why is everyone in the dark ? Was the 6 million paid for the turbine a loan or a grant ?

Here is the problem. You and I Jill and Joe taxpayers paid federal taxes. The federal government gave our tax money to Massachusetts to stimulate the economy.

Massachusetts through the Massachusetts Water Pollution Abatement Trust State Revolving Loan Fund took our federal dollars and lent that money to the Town of Falmouth to build a commercial wind turbine. The local taxpayers in Falmouth are paying back the state of Massachusetts plus interest on money that was given to the state by us through the federal government.

Falmouth Wind 2 is being paid for twice. Once through your federal taxes and then again the Town of Falmouth is paying back the state again through the Massachusetts Water Pollution Abatement Trust State Revolving Loan Fund.

General Electric a domestic commercial wind turbine company refused to place wind turbines in Falmouth because of safety and setback issues. Vestas wind company warned the Town of Falmouth prior to the installations of their turbines that the turbines gave off 110 decibels of noise almost twice the sound in the specifications.

The Town of Falmouth received a waiver from the federal government to use ARRA funds to build Falmouth Wind 2. The Town of Falmouth bought the Vestas V82 commercial wind turbine.

Section 1605 of the ARRA requires that none of the appropriated funds may be used for the construction, alteration, maintenance, or repair of a public building or a public works project unless all of the iron, steel, and manufactured goods used in the project is produced in the United States, or unless a waiver is provided to the recipient by the head of the appropriate agency . The waiver was granted to build the Falmouth Wind 2 turbine.

In addition there are legalities to using American Recovery and Reinvestment Act funds as loans or grants. General Electric a domestic wind turbine company refused to build wind turbines in Falmouth over their own internal safety issues and then Falmouth went ahead using a foreign manufacturer to build Falmouth Wind 2 despite the August 3, 2010 noise warning from Vestas the foreign manufacturer.

It may have been legal to use the ARRA money as a loan but not a grant.

In any case the Falmouth taxpayers are paying for Falmouth Wind 2 twice once when they paid their federal taxes and now again paying back the ARRA stimulus loan back to the state of Massachusetts. The state of Massachusetts ends up 6 million ahead of the game when all is said and done

This is why they won’t answer the question : Falmouth Wind 2 was it a loan or a grant ?

Time to get a straight answer from the Falmouth Select Board
