Falmouth Wind Turbine II Fraud Abuse 6 Million Stimulus Fund Waiver

General Electric a domestic wind turbine company refused to build a single wind 1.5 megawatt turbine in Falmouth because of set backs.

The Town of Falmouth went forward buying two even larger turbines that were foreign made. In the application for ARRA stimulus funds for Falmouth Wind 2 the waiver application said the town was going to file a special permit for the turbine which it did not.

Knowing the domestic company refused to build as single turbine the town went forward building two larger Vestas V 82 turbines.

The Town of Falmouth did not file for a special permit as stated in the federal waiver to buy a foreign made wind turbine.

The Town of Falmouth rather than file a special permit hid a letter from the foriegn made wind turbine company warning their turbine was 6 decibels louder than the General Electric domestic wind turbine company.

The Town of Falmouth lied on the application for a waiver to buy the Vestas V 82 commercial wind turbine. They knew the Vestas wind turbine was too loud !

The letter was received prior to construction of Falmouth Wind Turbine number II .

Knowing these simple facts everyone involved in the installations deceived the taxpayers and town meeting members by simply omitting all negative information about the wind turbines.

There is no other way to say it the project is a pile of lies, omissions and misrepresentations. The Town of Falmouth over the past 5 plus years has systematically continued the fiasco.

In order to receive ARRA , American Recovery and Reinvestment Act of 2009 stimulus funds for Falmouth Wind II .The Town had to file for a waiver to the United States Environmental Protection Agency Region 1—New England.

In that application that was approved by the US EPA the Town of Falmouth provided this information : “ The Town of Falmouth has adopted a local ordinance regulating large scale wind turbines. Zoning Article XXXIV, Chapter 240, Section 240–166 requires a Special Permit for windmills with minimum setback from property lines.”

THE TOWN OF FALMOUTH NEVER GOT A SPECIAL PERMIT FOR EITHER WIND TURBINE.

NOW THE QUESTION : WHY ARE FEDERAL OFFICIALS IGNORING THE LAW

THE TOWN OF FALMOUTH NEVER APPLIED FOR A SPECIAL PERMIT !

WAS THE $4,865,000 A GRANT OR A LOAN ? WHAT DID THE TOWN TELL TOWN MEETING MEMBERS ?

SUMMARY: The EPA is hereby granting a waiver of the Buy America requirements of ARRA Section 1605 under the authority of Section 1605(b)(2) [manufactured goods are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality] to the Town of Falmouth, Massachusetts for the purchase of a foreign manufactured wind turbine to be installed at its existing wastewater treatment facility site.
This is a project specific waiver and only applies to the use of the specified product for the ARRA project being proposed.
