Falmouth has agreed to begin a mediation process with all those around the two town owned wind turbines. This is not the first time.

The Town of Falmouth has agreed to begin a mediation process with all those around the two town owned wind turbines. These turbines under some circumstances can be heard at distances at least as great as 1 mile. While the sound is not loud, some people find it annoying, and at smaller distances (3000 feet ) it may cause major sleeping problems in people. Sleep problems can lead to anxiety and stress in some people; this, in turn, can lead to health problems.
The Massachusetts Clean Energy Center uses setbacks today of 2000 feet and the Cape Cod Commission suggests ten times the diameter of the wind turbine blades. The setbacks in Falmouth would be near 3000 feet to property lines.
There are around 200 residential homes around the wind turbines within 3000 feet of the turbines. It's understandable many people have never come forward for one reason or another.

The town officials and the group Friends of Falmouth Wind which are one in the same have for years portrayed the 200 or so residential families around the wind turbines as scaremongers who just did not like the look of the wind turbines. Who would want to be branded as one of the scaremongers ?
Many of the residents around the wind turbines hold local or state jobs in which speaking out against the state wind turbine renewable wind turbine agenda could result in the loss of a raise or promotion.

Another concern is that anyone who identified as a wind victim might worry about having problems with state and local permits including building additions etc.
Everyone needs to come forward at some point in time. Don't be afraid of the town officials it is your town.
Massachusetts has a class action procedural rule 23 in which the 200 residents around the wind turbines could be identified
Please keep in mind the town has gone to court in the past and made agreements only to balk on those agreements one week later. Also during the Falmouth Wind Turbine Option Analysis Process (WTOP) which was supposed to engage in an open, transparent, and collaborative exploration of the range of options for the wind turbines.The town never admitted it had the August 2010 wind turbine warning that the turbines generate 110 decibels of noise.
The town already has two strikes against it in previous negotiations. This new proposal could be strike three.
The Falmouth Select Board has to take the first step and agree to pay for a profession arbitration team that has no interest in wind turbines or a political renewable energy agenda. This is an expensive proposition.
There are groups that can be found around the country that are made up of retired judges and litigators that specialize in arbitration.
