The letter also says: “We understand that a sound study is being performed to determine what, if any, impacts the second turbine will have to the nearest residences. Please be advised that should noise concerns arise with this turbine, the only option to mitigate normal operating sound from the V82 is to shut down the machine at certain wind speeds and directions. Naturally this would detrimentally affect power production.

2013 April 2, 2013 “ memo “ Delegation of Authority Relating to Rec Agreement. A staff memorandum for April 2, 2013 meeting of the Massachusetts Clean Energy Board of Directors.
Memo has never been made public. The news media is aware of the memo and refers to as a letter to continue to confuse the taxpayers of Falmouth.
The memo states there were acoustic mistakes in the original noise tests for Falmouth Wind 1.
Note # There were no noise tests for Falmouth Wind 2.
Quote from memo : “The original MTC-commissioned feasibility study for Falmouth over-estimated the likely acoustic impact, that study did not include a detailed acoustic analysis based upon sampling of ambient acoustic conditions”
Two : The memo questions who was ultimately responsible for siting the wind turbine. A question mark appears at the end of the statement. The question begs is the Massachusetts Clean Energy Center responsible for the installation they were the original owners ?
Quote from memo : “3. Over-subsidy – does the potential REC agreement concession unduly place the financial impact of relief on the Commonwealth, rather than the Town (the Town was ultimately responsible for siting of the turbine)?“
