On November 30, 2005, the MTC Board voted to approve the acquisition of two 1.65 MW Vestas wind turbines (MTC Turbines). Based on that approval, MTC entered into a contract with Vestas to procure the MTC turbines at a cost of $5,282,566 .00. The turbines were sold in the Town of Falmouth area.

In 2010, the town of Falmouth, Massachusetts constructed a pair of Vestas V82 1.65 MW wind turbines on their waste water treatment plant. After the first wind turbine became operational, nearby residents started complaining about noise. Vestas wind company had warned the Town of Falmouth the wind turbines could produce 110 decibels of noise equivalent to an outdoor hard rock band. General Electric a domestic wind turbine company had refused to build turbines in Falmouth because of setbacks.

Notice of a Regional Project Waiver of Section 1605 (Buy American) of the American Recovery and Reinvestment Act of 2009 (ARRA) to the Town of Falmouth , MA. The Town of Falmouth unable to secure a domestic wind company because of setback issues used over 5 million in federal stimulus funds to purchase a second wind turbine called Falmouth Wind two .

The reference to Human Annoyance that was included in studies prior to the installation of Falmouth wind turbine number one were dropped from the Falmouth wind studies. MassCEC officials have admitted the turbines were installed “ Ad Hoc “ and have increased setbacks.

The Massachusetts Clean Energy Center paid the Town of Falmouth one million in advance to purchase the first turbine Falmouth Wind one. The MassCEC recently paid Falmouth 1.8 million to help pay litigation costs of the town from the victims of the wind turbines.

The MassCEC is not paying the litigation fees of the wind turbine victims.

New Bedford Marine Commerce Terminal ( ocean wind turbine port )

New Bedford has never had a federal permit to build and construct commercial wind turbines from the Bureau of Ocean Energy Management. The federally permitted site is Quonset Point, Rhode Island with two 1500 foot wide channels with direct access to the ocean. Quonset Point during World War II was able to hold and work on 4 Battleships at one time.

The Massachusetts Clean Energy Center has financed using green energy bonds and renewable energy resources 113 million dollars building an ocean wind turbine port behind the walls of a 1965 hurricane barrier. The port sits incomplete. The interest on the bonding exceeds to rental value on the incomplete port.

The news media and politicians have yet to acknowledge that the hurricane gates only have a legal clearance of 120 feet in which ocean wind turbine barges do not fit.

The New Bedford terminal was built for Cape Wind 3.6 megawatt turbines that never had a BOEM permit. Now Cape Wind is gone. The new ocean wind company is DONG Energy. The use 8 and 10 megawatt ocean turbines three times the size of the Cape Wind turbines. How do turbines three times the size of Cape Wind fit through the 120 foot legal clearance of a 1965 hurricane gate ?

The US Army Corps of Engineers admitted engineering errors with the barriers built in 1965 in New Orleans during the 2005 hurricane. The New Bedford hurricane was built around the same time and certified by ACE. A federal judge recently decided the US Army Corps of Engineers at fault for the failures in New Orleans. One of the worst engineering mistakes in modern times.

State and local official are ignoring a recent 2014 climate change report that shows sea level changes put New Bedford Harbor in peril. The report is titled: “ Climate Change Vulnerability Assessment and Adaptation Planning Study for Water Quality Infrastructure in New Bedford, Fairhaven and Acushnet. “
