Why did the MassCEC drop the reference to two distinct types of noise in the Falmouth feasibility studies ? "Regulatory" -"Human Annoyance"

Massachusetts Governor Patrick in 2007 had an ambitious goal to build 2000 megawatts of commercial wind power by the year 2020. The commercial wind program was an unmistaken disaster from the first day. The legal costs of the poor siting of commercial wind turbines in at least seventeen communities continues to cost taxpayers today.

History will show the poor legacy left by former Governor Deval Patrick. Deval Patrick prior to becoming the governor of Massachusetts served on the five-member board of Ameriquest’s holding company, ACC Capital Holdings, from 2004 to 2006. Ameriquest was blamed in part for the nation’s mortgage bubble burst.

Former Massachusetts Speaker of the House Sal Dimasi was the father of the Green Communities Act. At the federal corruption trial of Sal Dimasi it was revealed Governor Patrick used the fake email name “ Sally Reynolds. “ It was thought the fake email address was used to avoid Freedom of Information Act request with wind turbine contractors. Sal DiMasi remains in a federal prison convicted of corruption.

The placement of commercial wind is almost static in Massachusetts today. There are 4 commercial wind turbines being placed in Plymouth that have been on the drawing board since 2011. The Plymouth turbines are twenty five percent larger than the Falmouth wind turbines. Massachusetts lawyers no longer chase ambulances now they chase wind turbines.

The Massachusetts state legislature created the Massachusetts Technology Collaborative today known as the Massachusetts Clean Energy Center to advance commercial wind turbine projects. The state semi quasi agency used the setbacks to small kilowatt turbines while installing larger megawatt turbines. Poorly written wind studies have led to massive litigation cases all over Massachusetts.

Falmouth, Massachusetts is ground zero for poorly placed wind turbines in the United States.

The poor placement of commercial wind turbines in Falmouth and the outreach of local citizens on Cape Cod and SE Massachusetts has all but stopped the wind turbine installations in Massachusetts. The state has switched to solar as a means to achieve the 2000 megawatts goal of renewable energy.

It could be said that wind turbine victims and those threatened by the state agency stopped 1900 megawatts of commercial wind by the year 2015. The 1900 megawatts of commercial wind equates to around 2500 commercial wind turbines.

The goal in 2007 was to place 2000 megawatts of commercial wind by the year 2020. Today only 100 megawatts of commercial wind or only about 130 commercial wind turbines have been built in Massachusetts. The program is an embarrasing political fiasco taking the health and property rights of citizens.

The news media is just as much at fault as the politicians as retiring editors of newspapers are being offered jobs at the Massachusetts Wind Energy Center. The good ole boy network alive and well in Massachusetts.

If you’re looking for a poster-child for depicting the health hazards of wind turbines you only have to look at Falmouth, Massachusetts.

The Massachusetts Clean Energy recently admitted they made several “ mistakes” on noise tests in 2010 for the installation of Falmouth Wind 1.

The admission was only made after the Massachusetts Department of Environmental Protection found the turbines out of state noise compliance laws.

The Town of Falmouth recently through FOIA, Freedom of Information Requests released a 2010 letter from Vestas wind company that the town had known the turbines were twice as loud as the specifications for the last 5 years.

General Electric a domestic wind turbine company refused to build smaller wind turbines at the same locations because of setbacks.

Massachusetts doesn’t have much of a problem with wind turbine corruption because the former Attorney General swept corruption along with the health of the citizens under the rug. Massachusetts has created a group of second class citizens living around wind turbines. The former Attorney General went to work for a law firm specializing in wind turbine installations. Aka the ole girl network is alive and well also.

The wind turbine saga continues in Falmouth today while the entire world watches the fiasco to continue to unfold year after year.

This never had to happen. The federal government knew in 1987 commercial wind turbines should not be placed in residential neighborhoods.

In research supported by the US Department of Energy, Dr. Neil Kelly and his colleagues identified impulsive low frequency noise. The wind turbine infra sound and vibration produced “ Human Annoyance “ within neighbors homes.

The Massachusetts courts need an answer to an important question:

The Massachusetts Technology Collaborative today known as the Massachusetts Clean Energy Center prior to the Falmouth wind turbine installations warned towns about two distinct types of noise.

The two types were “Regulatory” noise measured in decibels and “ Human Annoyance “ measured in low frequency.

Why did the Massachusetts Technology Collaborative today known as the Massachusetts Clean Energy Center drop the reference to two distinct types of noise in the Falmouth feasibility studies ?
