MassDEP Wind and Noise Technical Meeting March 18, 2016

The purpose of the MassDEP Wind Turbine and Noise Technical Advisory Group (WNTAG) is to provide technical advice to MassDEP on how best to craft effective regulatory and policy responses to wind turbine installations and noise impacts.
The Massachusetts Department of Environmental Protection has been accused of dragging their feet during what many say is wind turbine noise torture from the lack of sleep.
The first formal WNTAG meeting was held in July of 2013 almost three years ago. Falmouth residents and residents of twenty one other communities have been complaining about noise for six years. Victims have left their homes.
Boston based First Wind CEO Paul Gaynor was the co-chair of the Massachusetts Department of Environmental Protection Advisory Committee.
Former Commissioner of the Massachusetts DEP, Ken Kimmel, informed the Wind and Noise Technical Advisory Group that the DEP would not be dealing with, or looking into, Low Frequency or Infra sound.
The Massachusetts Clean Energy Center warned Mattapoisett residents in 2006 about two distinct types of noise from wind turbines. They are "regulatory" measured in decibels and "annoyance" of what is called infra sound. Dr Neil Kelley produced an infra sound and low frequency noise study in 1987.
In January 2012, MassDEP released the Massachusetts Wind Turbine Health Impact Study in which not one wind turbine victim was ever interviewed or examined. The study was conducted by an independent expert panel of wind turbine advocates . After reviewing the study and over 500 comments, many accompanied by additional information for MassDEP review, MassDEP concluded that the information currently available suggests the need to revise MassDEP’s noise regulations and policy to address wind turbine noise.
The 2012 Massachusetts wind turbine health study had major problems. The group of so called "experts" was hand picked by former Governor Patrick a wind turbine advocate. The former governor had been acused of using the fake email of sally.reynolds@state.ma.us communicating with wind turbine contractors to avoid Freedom of Information Requests.
The so called expert panel merely reviewed literature and public media sources and met only three times.
The panel did admit that sleep disruption is the most commonly reported complaint by people and discusses this primarily as a result of “unwanted sound” and audible, amplitude modulated noise (“whooshing”).
The wind turbine victims describe the lack of sleep from the wind turbines as a form of torture. Detainees at Guantanamo Bay were exposed to sleep deprivation using noise.
So called “independent expert ” Panel Members: Dr. James F. Manwell and Dora Anne Mills are extreme pro-wind advocates: Manwell oversaw the first utility scale wind turbine and the largest wind turbine constructed in Massachusetts
Manwell has won several awards from American Wind Association and U.S. Department of Energy. Mills has provided public testimony and “op-ed” newspaper pieces supporting wind turbines while a member of the Commission and before the findings were released Posted information on Maine’s CDC web site as Maine’s public health director that wind turbines do not have negative health effects in 2009.
The Panel failed to strictly adhere to the scope of their charge.

Friends of Falmouth Wind a group of public officials : An enterprise includes any individual partnership, corporation, other legal entities or group of individuals or entities associated in fact, which encompasses a government office through which the official(s) conducted the racketeering activities.
1. The United States Attorney, as the chief federal law enforcement officer in her district, is authorized to request the appropriate federal investigative agency to investigate alleged or suspected violations of federal law.
2. Attorney General Maura Healey is the chief lawyer and law enforcement officer of the Commonwealth of Massachusetts. Her office is an advocate combating fraud and corruption and protecting civil rights.
3. The Massachusetts Office of the Inspector General, Glenn Chuna, has been granted a broad mandate to to prevent and detect fraud, waste and abuse in government.
