Control your weeds before you lay the lawn turf. Otherwise, all that water would go to your weeds. But be careful when eliminating weeds. Chemicals may damage your new turf. Once you are done with that initial weeds removal, and add new lawn sod, the control of weeds will become easier. The thick layer of grass will prevent many of the weeds from growing again.
