1:13 a.m. An arrest was made after a car stop at Highland and Winthrop streets. Jason N. Horton, 27, of 20 Mount Pleasant Ave., apartment 3, was charged with marked lanes violation and operating under the influence. He was released on $500 cash bail and scheduled to be arraigned at Ipswich District Court in Newburyport on May 5. Officer Kent Richards made the arrest.
