Older Hingham Man Arrested for OUI Drugs After Hitting Parked Car

A 66-year-old Hingham man was arrested Friday morning after witnesses told police he was driving erratically in Hingham Square.

Police determined that Francis T. O’Loughlin was under the influence of drugs and he was charged with a fifth offense OUI, according to a statement from the Hingham Police Department.


Officers responded to North Street shortly before 11 a.m. Friday, where O'Loughlin had driven over the center line and had struck a parked BMW. Witnesses told police O'Loughlin stumbled after getting out of his car, and argued with the owner of the car he hit. She was not injured

"Officers saw the driver standing in the road near his car," police said. "The driver said he may have hit the parked vehicle. Officers noticed his pupils were pin point, his speech was very slow, and he was unsteady on his feet.

"He admitted to having taken several prescription medications earlier. He attempted a series of field sobriety tests and was swaying almost falling over."

Officer Joel Salituri, a Drug Recognition Expert, evaluated O'Loughlin at the station. He did not require medical attention.

In addition to the OUI charge, O'Loughlin was charged with Driving with a Revoked License and Operating to Endanger.

The 5th offense charge was based on O’Loughlin’s four previous convictions for Operating under the Influence of Alcohol; Concord District Court in 1975, Brighton District Court in 1984, Florida in 1991 and in 1992.

Under Melanie’s Law, charges of Operating under the Influence 3rd Offense or higher are felonies.

O’Loughlin’s Massachusetts driver license has been revoked since 2009 due to out of state alcohol violations in Florida. He was released by the Clerk Magistrate on personal recognizance for his arraignment on Monday, Sept. 9, at Hingham District Court.
