Selectmen OK Off-Leash Dog Walking Program At Bare Cove Park.

HINGHAM, MA — Dogs at Bare Cove Park will not need a leash on certain days.
The selectmen voted Tuesday night to allow for dogs to go off leash on odd-numbered days.
The main concern from those at the meeting stemmed from a requirement that those who wish to participate the program must show proof of insurance at town hall. Board members say they have no interest in collecting copies of insurance and just want to be able to check off that the dogs are covered.

"It’s appropriate to have an applicant certify that they have an insurance policy. I understand that can be a hardship, but I’m looking at the hardship in another way. If there is somebody who is injured in the park by an animal and they don’t have the economic means to get medical care they need, I’m saying where should that risk fall and if I have to make a choice I’m going to air on the side of someone injured through no fault of their own because I don’t want them to be vulnerable," selectmen Chairman Mary Powers said.
Selectman Paul Healey said he was concerned with some public safety issues that could put the town at risk.

"If people go in there and someone gets hurt and they go looking for a remedy where there is none, they are going to look towards the town. It’s going to turn into a quagmire that we’re going to revisit," Healey said.
The rules state that off-leash dogs must be in sight and within 40 feet of their owner. The program starts July 15.
