David D’Arcangelo Announces 5 Point Economic Plan
Councilor Candidate Determined to Put Malden Residents Back to Work

MALDEN, Mass – Sep 7, 2011 – Today David D’Arcangelo, candidate for Malden City Councilor At-Large, announced his 5 Point Plan Economic Plan for Malden.

“We have to put people back to work and we do that by creating a business friendly environment in Malden that attracts established companies and entrepreneurs,” said D’Arcangelo.  “No one will work harder to revitalize Malden.”

As our next City Councilor, David D’Arcangelo will work to implement the following items:

•    Adopt one single tax rate for both residential and business—The city of Everett, which is our competitor right next door, has some of the highest business tax rates in the state.  By making our tax rates as low as possible, we can lure businesses to Malden.  Also, with two subway stops and commuter rail, we can market to businesses currently located in downtown Boston. Not only would businesses find our tax rates attractive, but also the cost for office space.
•    Install the steps I have proposed for downtown--Each year hundreds of thousands of riders pass through the Malden Center MBTA station.  If we can redirect even a small amount (5%) of those people to utilize the steps up to downtown area that would mean additional foot traffic of 50,000 people.  The stairs would greatly enhance the dynamic of the city's primary retail district and improve any market impact study, which is a vital step towards attracting businesses.
•    Establish a visitor’s bureau—It is time to put Malden on the map by attracting tourists.  The Massachusetts Office of Travel and Tourism estimates that domestic and international travelers spend about $14.4 billion in the Commonwealth each year.  Our city has over 350 years’ worth of history and many "firsts" in America, which we can market to these visitors.  Once again with two MBTA stops and the commuter rail, we can attract tourists with a good outreach program.
•    Create new zoning that would attract large organizations—Malden used to have Jordan Marsh as an anchor tenant downtown.  The council needs to think in terms of attracting more anchor type businesses and institutions.  We can use our zoning to help attract a couple of anchor institutions such a college/university satellite campus, a hospital, or large corporate headquarters.  This would be an enormous boost for our local economy.
•    Offer PILOT (Payment In Lieu Of Taxes) and Tax credits for developers that want to invest and reinvest in Malden for the long-term--Flexible financing options and having a sound fiscal policy for business owners can mean the difference between a business relocating here or somewhere else.  We can create incentives for business owners and entrepreneurs to locate their companies in Malden.

These are just a few ideas D’Arcangelo wants to pursue as our next Councilor.  He wants to use his unique blend of public and private sector experience to help grow jobs in Malden.

“As a former small business owner and chamber of commerce member, I am the candidate who can best help revive our local economy which is crucial to the future on Malden,” said D’Arcangelo.

David D’Arcangelo is a distinguished community leader and experienced businessman with a background in both the public and the private sectors. He brings extensive experience on all levels of government, This includes serving and working in the Governor’s office, state agencies and the State Senate as an aide to Malden’s former State Senator Richard Tisei.

More recently, David served the City as a member of the Malden Planning Board and he currently serves as Chairman of the Board for the Massachusetts Commission for the Blind Rehab Council and is also a Board Member for the Malden non-profit Tailored for Success. Born in Malden, a product of public schools, David and his wife Lisa, who is the former Ward 5 School Committee member, have been married for 15 years. The two have a young daughter currently attending Malden Public Schools.

David is also a member of the Malden Rotary Club, the Malden Chamber of Commerce, the Public Relations Society of America and many other community, civic and charitable organizations. He is a graduate of Suffolk University and Managing Director of Arc Angel Communications.
