Best Fest, a celebration of local artisans and music, returns or the second year. Vendors will set up camp at Washington Square in Oak Bluffs, between Our Market and the Ocean View, from 3 to 7 p.m. At 8 p.m. a 20-piece brass band will parade down Circuit Ave. The party then moves to the Lampost, where a host of Island musicians will perform. The festival benefits community radio station WVVY.
