Milford's Mitchell Ruscitti Named New Swansea Town Administrator

MILFORD, MA — A Milford resident who has led Hopedale’s town government since 2023 is set to become Swansea’s next town administrator.

Mitchell Ruscitti will take over as Swansea’s top executive on Jul. 6, pending successful contract negotiations, the Swansea Select Board announced. Ruscitti currently serves as Hopedale town administrator and brings nearly 15 years of experience in municipal government, leadership, planning and community initiatives.

During his time in Hopedale, Ruscitti led municipal operations across departments and worked with the Select Board on policy priorities, financial controls, and capital planning. He has also emphasized disciplined management, transparent communication and organizational stability while navigating complex political and operational issues.

Ruscitti is expected to earn a PhD in Public Administration and Leadership Studies from the University of the Cumberlands this year. He also holds a master’s degree in public administration from the University of Kentucky and bachelor’s degrees in history and political science from UMass Lowell.

Before joining Hopedale, Ruscitti held positions with the United Way of Tri-County, United Way of Pioneer Valley, Mount Wachusett Community College, the city of Worcester and Veterans Inc.

Ruscitti has also served on several local boards and committees, including the Milford School Building Committee, Milford Finance Committee, Milford Downtown Revitalization Committee, Milford Regional Healthcare Foundation and Milford Connections Advisory Board at Milford High School.

Beaudette said. “We underwent a comprehensive and competitive search process and we are expecting great things out of our new Town Administrator. We would also like to thank Interim Town Administrator James Purcell for his steady leadership during this transition period.”
