Milton Business Accused of Failure to Pay Over $600,000 to State
The AG's office says the business failed to pay more than $600,000 in employer tax contributions.

A Canton man and a Milton-based business were indicted Thursday in connection with a failure to pay over $600,000 into the state’s unemployment trust fund
Eugene Kelley Jr., 51, and his marine construction business, RDA Construction Corp., were indicted by a Suffolk Grand Jury on 17 counts of non-payment of employer contributions. Kelley and his business will be arraigned in Suffolk Superior Court on July 7 according to the Attorney General’s office.
“The unemployment insurance program is designed to provide eligible workers who have lost their jobs with temporary assistance,” Attorney General Maura Healey said in a release. “Businesses that fail to pay into this system shortchange the people who rely on it and obtain an unfair advantage over competitors. Our office will continue to enforce compliance to protect the integrity of the system.”

Between 2010 and 2014, Kelley served as the president of RDA Construction, a marine construction company incorporated in 1981. During that time, the Attorney General’s office says that Kelley and RDA Construction failed to pay more than $600,000 in employer tax contributions.
The case was the result of an investigation referred to the Attorney General’s Office by the Executive Office of Labor and Workforce Development’s Department of Unemployment Assistance.
