Man Who Jumped On School Bus In Newton In Court, But Not For Long
The attorney for the 42-year-old man who allegedly jumped on a school bus on I-90 asked that the judge consider his service in the military.
NEWTON, MA — The man who reportedly stopped his car on I-90 Tuesday and then proceeded to jump onto the hood of a school bus as traffic whizzed by was in Newton District Court Tuesday for an arraignment but it was postponed for a month as the court considers whether or not the charges can be reclassified under the Valor Act.
Kevin Crowe, 42, of Dorchester is charged with disorderly conduct, negligent operation of a car, failure to use care in stopping and marked lanes violation. He stood in dark suit, and yellow tie before the judge as his brother who is was the attorney representing him and the Commonwealth approached the judge for a lengthy sidebar.
Following the conversation, the judge agreed despite the Commonwealth's objections, to postpone the arraignment under the Valor Act, which provides support for veterans. A possible arraignment and pre-trial conference will be held Aug. 3.

The Valor Act, signed by former Gov. Deval Patrick, gave lower court judges discretion to divert veterans accused of criminal charges to counseling programs or rehab, rather than jail with the aim of supporting veterans.
The act has been under scrutiny this year for being too broad.

From the Act:
Section 16: A defendant who is determined to be a veteran, on active service or has a history of military service in the armed forces of the United States and who is eligible for diversion or treatment under section 10 may, at arraignment, be afforded a 14-day continuance by the court to seek an assessment by the United States Department of Veterans Affairs. A probation officer shall have jurisdiction to divert to a program any person who is a veteran and who would benefit from a 14-day continuance to determine whether he or she is eligible for diversion to treatment services in lieu of imprisonment.
State Trooper Blanciforti also submitted a request to the Registry of Motor Vehicles for an Immediate Threat License Suspension/Revocation.
