• State Overhaul of Chapter 40A Upends Local Zoning and Lowers Variance Hurdles in Norwell (southshore.news subscription) — Norwell officials are warning that a quiet state overhaul of Chapter 40A has weakened variance standards and forced the town to rewrite key zoning bylaws. Local boards must now apply a new, looser “practical difficulty” test and can no longer fully ban some use variances, especially for housing. Residents, builders, and neighborhood groups should expect significant shifts in how projects are reviewed and approved.
