Low temperatures, a lecture, high school sports and more in Reading today.

It should be a cold one. Be prepared to bundle up today. Temperatures could go as low as 16 around 7 a.m. and as high as 23 in the early afternoon. There is also 20 percent chance of snow throughout the day.

American Voices at the Library. Starting at 7 p.m., this event features lively discussions of five books relating to the theme of what defines us as Americans. This month's book is "Ragtime," by E.L. Doctorow. Discussions are led by Ann Murphy, Ph.D., chairman of the English at Assumption College, awarded the Distinguished Teaching Award by UMass Amherst. Bill of Rights becomes law. On this day in 1791, Virginia ratified the Bill of Rights, making the first ten amendments to the Constitution law. The move completed the revolutionary reforms begun by the Declaration of Independence.
