Apparently, according to Ward 4 City Councilor David Eppley, the Historical Commission has a majority of members who are affiliated with Historic Salem, Inc. As he pointed out, that could give the appearance of conflict, given that Historic Salem, Inc. routinely testifies before the Commission and is sometimes at odds with the Commission's positions.
