Shrewsbury Reappoints Town Manager, Cites Fiscal Management

Officials broadly praised Mizikar’s leadership style and consistency.

SHREWSBURY, MA — The Select Board unanimously reappointed Town Manager Kevin Mizikar to a new three-year term following a performance review that highlighted the town’s financial stability and recent planning milestones.

Board members gave Mizikar an overall score of 3.8 out of 5.0 as part of a “360-degree” evaluation process that included feedback from staff, officials and community stakeholders.

During Tuesday night’s meeting, officials pointed to Shrewsbury’s continued fiscal health as a key strength.

“Shrewsbury is in a more stable position when many municipalities across Massachusetts are facing significant deficits and very difficult choices,” Select Board Chair Beth Casavant said during the evaluation. "This stability reflects disciplined budgeting, thoughtful modeling and an ability to effectively walk through complex financial decisions."

Board members also credited Mizikar with helping the town achieve Safe Harbor status under Massachusetts Chapter 40B, a designation that gives communities greater control over local zoning decisions tied to housing development.

Officials broadly praised Mizikar’s leadership style and consistency.

"Over the past year, Shrewsbury has faced a series of complex and at times very challenging circumstances. Through it all, Mr. Mizakar has proven himself to be a steady, trusted, and highly professional leader," Casavant said during the meeting. “His calm, disciplined approach has provided stability and confidence for both town staff and the community.”

Following the discussion, the board voted unanimously to extend Mizikar’s contract for another three years.

"I look forward to continuing working with you all and tackling some of the things we didn't get to this year next year," Mizikar said in response. "Being steady and stable in all the core features of our government for residents and for how we operate and our staff."
