The vote closes the final chapter on a tumultuous, years-long endeavor for Wynn, which saw legal action from both Boston and Somerville, as well as a heated back and forth in the press between resort officials and Somerville Mayor Joseph Curtatone.
Over the summer, Wynn received a pivotal Chapter 91 license from the Massachusetts Department of Environmental Protection, giving it the go-ahead to begin construction at the site. It was granted after the DEP denied Somerville's appeal of an earlier Chapter 91 license granted to Wynn.

“One does not need to be a casino enthusiast to recognize and acknowledge the benefit that accrues to a city when a long-dormant contaminated waste site is cleaned up and brought back to useful life,” DEP hearing officer Jane Rothchild wrote in her July 15 decision. “Chapter 91 recognizes this work as a public benefit.”
Rothchild maintained in her decision that Somerville "failed to prove" the DEP erred in its original license award.
