Police Arrest Man After Witnessing Alleged Oxycodone Deal

The following information was supplied by the Tewksbury Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

A detective was performing surveillance of the Mobil Station on Andover Street when he witnessed an alleged drug transaction on Wednesday, April 3.

Following the incident, police arrested Steven Rich, 23, of 22 Highland Ave., Tewksbury, for distribution of a Class B substance and possession with intent to distribute a Class B substance.

Police allege that Rich was attempting to sell oxycodone during the incident.

Elderly Man Accused of Making Threats

A 911 caller requested an officer to Robert Circle for a male party who was harassing a female client on Wednesday, April 3, at 12:50 p.m.

Police arrested Agrippino P. Schena, 82, for domestic assault and battery and threatening to commit a crime following the call.

Additional Incidents:

On Monday, April 1, at 5:51 p.m. an officer reported that while he was assisting the Fire Department on a call, he noticed that there was a rabid skunk on Old Boston Road. Two rounds were fired to contain the animal.

On Monday, April 1, at 8:46 p.m. a Lowell resident called the station to report that she has not been able to get in touch with her 13-year-old daughter in a while. She said that her daughter is in a relationship with a resident in town and she is concerned for her well-being. The woman called back to report that her daughter is OK, but wanted it on record that the male’s mother lied about where the couple was.

On Tuesday, April 2, at 7:49 p.m. a 911 caller at Stadium Plaza reported that a tractor trailer was stuck on a boulder. The incident was at the Lowell line and Lowell Police responded to a call for shoplifters at the same location, so they handled the call.

On Wednesday, April 3, at 2:18 a.m. police received a call from the Motel 6 manager reporting that a female came in to say that she was assaulted. Officers were sent and Nicholas C. Chappell, 44, of 94 Rock Street Apt. 16, Lowell, was arrested for domestic assault and battery.

On Wednesday, April 3, at 11:34 a.m. an employee at a Shawsheen Street business came into the station reporting that a co-worker stole her bank card and made a charge on it.

On Wednesday, April 3, at 2:15 p.m. loss prevention at Wal-Mart reported a male shoplifter. Carlos Malvert, 33, of 917 Lawrence Street Apt. 7, Lowell, was arrested and charged with larcent greater than $250 and an outstanding warrant for shoplifting out of Lowell District Court.
