Wakefield Town Council Notes - April 13, 2026

A summary of Wakefield's Town Council meeting on April 13, 2026, from Town Councilor Jonathan Chines

Here's what we covered at a busy Town Council meeting on Monday, April 13:

  • The Town Council approved a Change of Ownership Interest for the alcohol license for Circle K on Salem Street.
  • We received an update on the construction progress at 460-472 Main Street, the old Ristorante Molise building. Foundations have been poured and framing is underway, and the owner anticipates that the front façade will be completed by the 4th of July. The renovated building is expected to be ready for occupancy in May 2027, and it will include 20 apartments and 6 retail spaces.
  • Public Works Director Joe Conway provided an update about the Town's settlement with Republic Waste Management following last summer's labor strike. He reported that Wakefield spent about $300,000 on overtime and equipment rentals to maintain trash and recycling collection while Republic's workforce was on strike. We have recovered 100% of these costs from Republic.
  • The Council approved 14 warrant articles for presentation and potential approval at the Annual Town Meeting on May 4th.Many of these warrant articles represent routine items that Town Meeting approves every year with minimal debate. Among the other articles approved for the warrant were a $100,000 appropriation to conduct a feasibility study for renovations to the Greenwood School, a Emergency Management revolving fund to allow the Fire Department to collect reimbursement for costs incurred in responding to hazardous waste spills, an updated stormwater bylaw to bring Wakefield into compliance with federal regulations, and updates to clarify responsibility for pet waste disposal on public property. In addition, the Council approved the full warrant for the May 4th Town Meeting, which will begin at 7:00 PM at the Galvin Middle School.
  • The Town Council reviewed and approved the remaining budgets for the fiscal year that begins on July 1, 2026, including vocational schools, group health insurance, Medicare, and the Town Council/Town Administrator budget. While we do not officially approve the budget for the Wakefield Public Schools, we did review the School Committee's proposed budget for Fiscal Year 2027 with Superintendent Lyons and his leadership team. Taken together, these budgets total $78 million, or three-quarters of the Town's total spending, with the School Department representing the vast majority of this total. As proposed, these budgets are projected to increase by $4.2 million, or $5.7% over the current fiscal year. Now that we have reviewed all department budgets, several of us on the Council expressed concerns that our proposed spending for the coming fiscal year is tracking well ahead of Wakefield's expected revenue. The Town Council, School Committee, and Finance Committee are holding a Tri-Board meeting on Wednesday to review our updated financial forecast and discuss potential cuts to balance the budget. The Council likely will approve additional cuts at our next regular meeting on Monday, April 27.
  • We appointed 16 individuals to positions on a variety of Town boards, including the Advisory Board of Public Works, Arts Council, Cable Advisory Committee, Capital Planning Committee, Commission on Disabilities, Economic Development Council, Environmental Sustainability Committee, Historical Commission, Recreation Commission, and Zoning Board of Appeals. As noted, we will be holding a Tri-Board Meeting on Wednesday, April 15, followed by our next regular Town Council meeting on Monday, April 27. As we prepare for Town Meeting in May and work to navigate the choppy financial waters facing all cities and towns right now, the focus of these meetings will be on finalizing our budget proposals and closing potential deficits for Fiscal Year 2027.
