Wakefield Town Council Notes - March 23, 2026
A summary of Wakefield's Town Council meeting on March 23, 2026, from Town Councilor Jonathan Chines

Here's what we covered at our Town Council meeting on Monday, March 23:
- We reviewed various public works warrant articles to be presented at Town Meeting in May. The articles included the annual cost of Wakefield's refuse and recycling program, authorization for zero-interest borrowing for water and sewer infrastructure improvements, drainage improvements in the area of Emerson and Cedar Streets, parking lot improvements at the Richardson Street trail head and Sullivan Park, and consulting costs for a comprehensive building space and capital needs assessment.
- The Town Council approved several budgets for Fiscal Year 2027, including the Department of Public Works, Health and Human Services, Veterans Services, retirement, and cable television. Taken together, these budgets total $16.9 million, and are increasing by 3.3% in the new fiscal year.Also approved was Wakefield's capital budget for Fiscal Year 2027, totaling $2 million for vehicle replacements, building repairs, and other infrastructure needs.
- The Council approved an intermunicipal agreement with Melrose and Stoneham for animal control services. Under the agreement, the three communities will share an animal control officer. The new animal control officer also will be responsible for enforcing Wakefield's pet waste bylaws.
- We approved a snow and ice overdraft of $664,000 for the current fiscal year, due to the record number of plowable snow events this winter that overwhelmed our original budget. We also approved the warrant for the April 28th Town Election, and approved sidewalk dining for licensed restaurants for the period between May 1 and December 1, 2026.
- The Town Council approved various business licenses, including a liquor license and restaurant license for the new owners of Sabatino's Restaurant and Lounge on Main Street. We also made various appointments, including Town Accountant Elizabeth Rourke as an ex officio member of the Retirement Board, Town Planner Marissa Meaney as Wakefield's representative to the Metropolitan Area Planning Council, Barbara Rose as a voting member of the Conservation Commission, and Christopher McNamara as an associate member of the Zoning Board of Appeals.
Our next meeting will be on Monday, April 13, beginning at 7:00 PM at Wakefield Community Access Television and on Zoom. During this meeting, we will be reviewing some of the Town's larger budgets for Fiscal Year 2027, including the Wakefield Public Schools and Group Insurance.
