A Question that Needs to Be Asked
The location of the boat in which Tsarnaev was found, no more than 250 yards from where he abandoned his car raises the question of why the boat was outside the perimeter of the search?
The actions and bravery of the Watertown Police Dept. on Friday were outstanding. And the rapid assembly of the task force that locked down the East End for the house to house search was impressive and reassuring.
However, a question that needs to be asked with regard to the search for Tsarnaev is why the boat in which he was found was outside the perimeter of the 20 street house to house search that went on all day, when the car he abandoned after fleeing the 1:00 am shootout was found on Spruce Street, no more than 250 yards from the boat? It would seem that the perimeter for the search was set up with the scene of the original shootout at the center, a massive manhunt was organized on that basis, and the joint task force running the manhunt was incapable of shifting the focus of the manhunt once the vehicle in which Tsarnaev escaped the initial fire fight was found. This failure of tactical flexibility raises questions about how the operation was managed that need to be addressed to avoid similar failures in the future.
