Watertown Business Owner Pleads Guilty to Tax Evasion, Mail Fraud

WATERTOWN, MA - A Watertown business owner pled guilty in U.S. District Court Wednesday to paying employees under the table to evade taxes and skirt workers' compensation insurance premiums.

Richard Moxley, owner of Sparkling Windows, will be sentenced for one count of tax evasion and one count of mail fraud.

From 2008 to 2012, Moxley filed false tax returns and paid undocumented workers weekly in cash in a plot to defraud the IRS and the insurance company.

By doing so, Moxley concealed a great deal of the company's revenue and reduced workers' compensation premiums owed from operating the business.

The 67-year-old faces up to five years in prison for tax evasion and up to 20 years for mail fraud, though receiving the maximum penalty is rare. Both charges also carry substantial fines.

He will be sentenced August 17.
