2 More Most Wanted Sex Offenders Caught
Since releasing the list of Top Ten Most Wanted Sex Offenders in the state on Feb. 2, Massachusetts State Police have caught 3 of the most wanted.
UPDATE: Thursday, Feb. 4 – The Massachusetts State Police (MSP) arrested two more of the state’s Top Ten Most Wanted Sex Offenders on Feb. 4, just two days after updating the list. Another member of the list was captured Feb. 3. The State Police Violent Fugitive Apprehension Section continues to search for the remaining seven offenders on the list.
Police arrested Ceesar J. Delgado, 44, in a second floor apartment at 45 Pacific St. in Central Falls, R.I. MSP Trooper Michael Forni and Lowell Police Det. Raymond Jean traveled to Rhode Island Feb. 4 to follow leads they had developed about Delgado. There, they met with members of the Rhode Island State Police Violent Fugitive Task Force.
After checking multiple addresses, the investigator’s efforts led them to the Pacific Street address, where Delgado was found and arrested. He was transported to the Rhode Island State Police Barracks in Lincoln to be booked.

Delgado is wanted in Middlesex County on four counts each of rape of a child with force and indecent assault and battery on a child under 14, as well as for failure to register as a sex offender. His registration is required by a previous conviction for indecent assault on a child. Delgado had been previously arrested last October but fled a month later after cutting off the GPS monitoring bracelet.
Also on Feb. 4, the State Police Violent Fugitive Apprehension Section arrested Steven M. Hescock, 34, at a relative’s house at 80 Constitution Ave. in Revere. Sgt. Thomas Greeley and Mark Lynch and Troopers Colette Tamulevis, Robert Coletti and Richard Sementelli developed information that Hescock was at that address. As troopers approached the house, Hescock tried to run out a back door but was subdued by Trooper Coletti and apprehended.

Hescock is wanted in Middlesex and Suffolk Counties for failure to register as a sex offender, assault and battery, larceny and motor vehicle violations. He is expected to be arraigned in Chelsea District Court this afternoon.
Also found at that address was Kerry Dole, 25, a friend of Hescock, who was found to be the subject of five warrants. She was also arrested.
Delgado and Hescock were the second and third members of the Top Ten Most Wanted Sex Offenders list arrested since the list’s release Wednesday night.
All members of the list of Most Wanted Sex Offenders have been classified as Level 3 Sex Offenders by the state’s Sex Offender Registry Board.

UPDATE: Feb. 3, 5:24 p.m. - The Massachusetts State Police (MSP) Violent Fugitive Apprehension Section (VFAS) this afternoon captured one of the Top Ten Most Wanted Sex Offenders. Franklin (Campbell) Miller, 33, was located and arrested at a shelter on Stanhope Street in Boston. He was eating lunch when troopers found him shortly before 1 p.m. MSP intelligence suggests he spent last night at the home of a friend in Boston’s Back Bay. He was brought to Fitchburg District Court where he was expected to be arraigned this afternoon.
UPDATE: On Feb. 2, the Massachusetts State Police (MSP) and the Sex Offender Registry Board released a new list of the state’s Most Wanted Sex Offenders. The list includes 10 Level 3 sex offenders. These offenders are those deemed to be at the highest risk of committing another sex crime and a danger to the community. All have also failed to register with the board as required by law.
The Most Wanted Sex Offenders are being actively sought by the MSP Violent Fugitive Apprehension Section.
The Most Wanted Sex Offenders List includes:
- MICHAEL V. MARTINEZ, 38, previously convicted of rape and abuse of a child and failure to register as a sex offender and currently wanted by the Lawrence Police Department for failure to register as a sex offender
- FRANKLIN (CAMPBELL) MILLER, 33, previously convicted of rape of a child and currently wanted by the Fitchburg Police Department for failure to register as a sex offender
- ROBERT H. GRIGGS JR., 51, previously convicted in Massachusetts of open and gross conduct and lewd and lascivious behavior and in Texas of aggravated sexual assault of a child, and currently wanted by the Fitchburg Police Department for failure to register as a sex offender
- SAMUEL HARPER JR., 46, previously convicted for multiple counts of both rape of a child with force and assault to rape and currently wanted by the MSP for failure to register as a sex offender
- ELWOOD J. JOHNSON, 54, previously convicted in Washington state for rape of a child and currently wanted by the Worcester Police Department for failure to register as a sex offender
- STEVEN MICHAEL COOPER, 43, previously convicted in Georgia of rape and currently wanted by the Springfield Police Department for failure to register as a sex offender and rape
- CAESAR J. DELGADO, 44, previously convicted of indecent assault and battery on a child and currently wanted by the MSP for multiple counts of rape of a child with force and of indecent assault and battery on a child
- CARLOS I. BELTRAN, 44, previously convicted of indecent assault and battery and currently wanted by the Haverhill Police Department indecent assault and battery, failure to register as a sex offender, and violation of an abuse prevention order
- STEVEN M. HESCOCK, 34, previously convicted of rape and currently wanted by the Revere Police Department for failure to register as a sex offender and larceny and by the Medford Police Department for larceny
- MICHAEL O. KELLY, 34, previously convicted in Massachusetts of indecent assault and battery on a child and in New Jersey of failure to register as a sex offender and currently wanted by the Boston Police Department for indecent assault and battery on a child and failure to register as a sex offender
