Representative Katherine Clark voted against a one sentence
bill (The Health Exchange Security and Transparency Act, H. R.3811) that says no
later than two business days after any security breach on an Affordable Care
Act site is discovered, “The Secretary of Health and Human Services shall provide
notice of such breach to each individual.” Why would Representative Clark vote
against giving people transparency in a security breach?
