WOBURN, MA -- City Council approved a special permit for Littleton-based Sanctuary Medicinals, allowing it to open the 4,500-square-foot medical marijuana dispensary on Commerce Way. City Council President Richard Haggerty cast the lone vote opposing the permit, citing the facility's location near proposed housing developments.
