Handicapped accessible vans parking in uptown Birmingham

I've sent emails to City officials and others who may be able to answer this question. Are the handicapped spaces in our City van accessible? I personally don't know but those with the vans will hopefully speak up if in fact there is a problem. A regular handicap spot will most likely not accommodate room for removing a wheelchair from a van. Sometimes able bodied people forget what seems to be a little thing, but isn't to those handicapped.
