What is the connection between government and the growth of a community?

If we do not discuss the issue of future growth now, when do we? If we wait until after becoming a city, it is too late.

On the City Study Report (from the City Study Committee) appears the following note:
"While concerns over future growth were brought up many times, the Committee settled on a position that annexation and growth issues are independent from the form of government we should have in the Village of Dexter. Therefore, annexation and growth issues were not considered when determining the Committee's recommendation."

Committee to Keep Dexter a Village comment:
Annexation should be discussed. The annexation process changes when switching from a village to a city. In simple terms, as a village an agreement has to be worked out with the township or the annexation doesn't happen. As a city, if an agreement cannot be worked out with the township, the dispute goes to the State Boundary Commission. History shows a tendency for disputes to be settled in favor of cities. 

Therefore, it is inherently easier for a city to seek or agree to annexation of property that may not be in the best interest of the community. Especially, when changing from a village to a city, the residents lose their ability to exert their influence toward the township board.
