two dogs locked in a hot car

My daughter  and I were at Trader Joe's today.We found two dogs locked in a car, the windows were down  about 4 to 6 inches, they were parked in the  sun,it is 90 degrees outside .The poor dogs were crying and panting. One dog stopped crying. I called the police no show on the police. Trader Joe's refused to page the people, finely after 20 minutes they came outside. They claim they were in the store 7 minutes. They had two bags of groceries. How does one make through TJ in 7 minutes on a Sunday.
Please folks  don't lock your dog in a hot car
