Non-Verbal Communication at Shelby Board Meetings

Use of signs at Shelby Township Board Meetings

OK, this is only my opinion; I do not know the actual, legal ramifications.  After watching the latest BM, I think something needs to be done to limit the use of signage by audience members.  If you say this is part of your right to free speech, I agree.  However, when you use that right should have some limits.  I look at the signage as a means of communication, same a speaking.  So, if you make that connection, is it OK to speak at any time during the BM?  Yes and no.  You can speak at any time if it is not interrupting the meeting (causing a distraction).  This would be talking in a low voice to the person seated next to you.  However, if this conversation became loud enough to be heard by others (and cause a distraction), you would be "out of order".  Now, applying the same logic to signage, if your sign can only be seen by the persons around you, that would be OK.  However, if it can be seen by the Board or audience members several seats away, that would be out of order (a distraction).  So when can you display your sign?  I would say during any time there is audience participation, but only for the allocated 5 minutes when no one else is speaking.  There you have my two cents (well maybe closer to a dime), what do you think....
