The Penn Central of Richfield neighborhood group urges residents to turn out to a public open house sponsored by the City of Richfield and Hennepin County regarding overlay projects affecting Penn Avenue and Nicollet Avenue. A proposed lane reconfiguration plan is being considered for both roads. The proposal call for converting the roads from 4 to 3 lanes.
