The victims likely died minutes after the collapse due to the size of the boulders and type of soil at the scene, Deputy Fire Chief Roy Mokosso told the Pioneer Press. The Minneapolis Fire Department and St. Paul Public Works Department assisted with recovery efforts, according to the St. Paul Fire Department, and an investigator for the Occupational Safety and Health Administration was at the scene as well, the Star Tribune reported.
