The Shakopee City Council met Tuesday, Sept. 15. Among the meeting highlights:
Council approves 2021 proposed tax levy, general fund budget

The City Council approved the 2021 preliminary budget and levy. Council set the preliminary city levy at $21,017,800 an increase of $662,300 or 3.13 percent from last year. Much of the increase will be covered by new construction, as the city’s estimated market value increased by $521 million, or 8.6 percent, to $6.6 billion. New construction accounts for 22 percent of the increase.
For the median value Shakopee home increasing by 6.3 percent from $251,000 to $266,800, a property owner would see an increase of $5 annually in property taxes. Absent any change in value, homeowners can expect a tax decrease of $50, or about 6 percent. The final levy will be approved in December. The amount can be reduced but not increased. Council approves the 2021-25 Capital Improvement Plan
The City Council approved the city’s 2021-25 Capital Improvement Plan, which lays out the city’s capital projects over the next five years. The CIP prioritizes projects based on the organization’s resources and needs and includes buildings, equipment replacement, information technology, parks, streets, tree replacement, sanitary sewer and storm drainage. As a plan, only 2021 projects are incorporated into the 2021 budget, most of which must be brought back to the council before issuing contracts. Council approves 2021 proposed EDA special benefit levy, budget
The City Council and Economic Development Authority approved the proposed special benefit levy of the EDA and the preliminary 2021 budget. The levy was set at $350,000 – no change from the previous three years. The EDA budget is used to fund economic development initiatives in the city. Council approves final plat, planned unit development amendment
The City Council approved the final plat of Suite Living Shakopee and a planned unit development amendment for Suite Living Senior Care of Shakopee. Hampton Senior Care of Shakopee plans to build a single-level, 20,752-square-foot senior care facility that includes 12 memory care and 20 assisted living suites on approximately 3.3 acres north of The Willows at Windermere and south of New Horizons Academy. Council approves rezoning property along Highway 101
The City Council approved rezoning 1.5 acres west of 7380 County Highway 101 from B-1, Highway Business zone to I-2, Heavy Industry zone. Cargo Van-Go plans to construct a 12,000-square-foot multi-tenant building on the site and market the space to industrial tenants, such as contractors, vehicle repair services or small manufacturing/assembly operations. Council authorizes professional services agreements for Quarry Lake outlet project, Windermere Community Park
The City Council approved professional services agreements with:
- WSB in the amount of $62,700 to perform design and construction management services for the Quarry Lake Outlet and Erosion Project. The project includes the design and construction of stormwater infrastructure to create an outlet to Quarry Lake, address erosion issues along the shore and relocate a portion of the trail and dock. Because Quarry Lake is landlocked, rising water levels have threatened the lakeshore and infrastructure. More information: Kirby Templin, Water Resources/Environmental Engineer, 952-233-9372.
- Confluence in the amount of $31,500 to perform design services for Windermere Community Park. Confluence will refine the high-level concept plan for the park, presented in the Parks, Trails and Recreation Master Plan, by identifying more specific amenities and their locations. Council provides initial feedback on proposed Windermere development
The City Council reviewed a concept plan presented by D.R. Horton, Inc. – Minnesota for a planned unit development to include 75 single-family lots and a proposed greenway and trails. The development would be located north of Astoria Curve and west of Attenborough Street in the Windermere development. D.R. Horton is proposing a land swap with the city to construct a public road and lots. If D.R. Horton proceeds with the project, it will be submitted for future Planning Commission and City Council approval. More information: Michael Kerski, Director of Planning and Development, 952-233-9346.
Council approves youth hockey request for dryland training area
The City Council approved a proposal from Shakopee Youth Hockey Association to convert the Shakopee Ice Arena former turf storage room into a dryland training area. The hockey association plans to convert the storage room located off Rink 2 into a shooting room at estimated project cost of $20,000. There is no cost to the city.
