The city charter, ordinances, or resolutions establish the board and typically identify a board’s make-up, nomination and appointment process, term, and scope of powers or authority. The City Clerk’s Office is required to keep a record of all board appointments and post meeting notices, agendas and minutes submitted by boards on the Clerk’s website for transparency.

Because many city services and functions are carried out and influenced by appointed boards, it is important board seats are promptly filled. The objective of this audit is to determine whether city board and commission appointments are current.

We plan to use information gathered in this audit to conduct additional audits related to board topics such as transparency and accountability, purpose, and duplication of efforts.
