New Hampshire Secretary Of State Offers New Voting Resources For Student Voters
The new guides explain registration, domicile, absentee voting and ID requirements before the Sept. 8 primary.
CONCORD, NH — New Hampshire election officials are rolling out new voter education materials for students ahead of the 2026 state primary.
Secretary of State David Scanlan’s office said it has created new resources for students who plan to register to vote in New Hampshire or vote in an upcoming election.
The materials come as the state highlights documentation rules for both registration and voting. All voters registering in New Hampshire must present documentary proof of identity, age, U.S. citizenship, and domicile. Voters who are already registered must present a qualifying photo ID when checking in to vote in an election.

The office said a change tied to HB 323 will take effect June 2, 2026. Effective that date, student IDs cannot be used as proof of ID when registering to vote, requesting an absentee ballot, or checking in to vote in an election.
To help students understand those requirements, the Secretary of State’s Office created two flyers aimed specifically at student voters. The first flyer explains which documents are needed when registering to vote, provides common examples of documents students might use, and offers an overview of how to obtain a New Hampshire driver’s license or a nondriver identification card.

The second flyer focuses on domicile for students, how to register to vote, and common examples of qualifying photo ID that can be used to obtain a ballot when voting in person, according to the announcement. It also explains absentee voting, including who qualifies to vote absentee and how to request and return an absentee ballot.
The flyers are available online at sos.nh.gov/elections/register-vote. The announcement says local election officials, high schools, colleges, and other groups that want printed copies can contact the Secretary of State’s Office at civics@sos.nh.gov.
The state primary election is scheduled for Sept. 8. The announcement encourages eligible individuals to register to vote well in advance.
