ā¢ State Takes 'Rogue' Abutter To Court For Blocking Northern Rail Trail (patch.com) ā Access to a one-mile stretch of the Northern Rail Trail in Andover has been blocked by concrete barriers, prompting the state to sue a local abutter in Merrimack County Superior Court. New Hampshire officials are seeking an expedited injunction to reopen the trail, arguing the state owns the corridor and must protect safe public access for walkers and cyclists.
