Disturbance Call Leads to OD, Track Marks, Children: Cops

Misty Chase and Brandon Kenney were arrested after police were sent to an apartment that was in "less than ideal conditions" for kids.

MANCHESTER, NH – A police disturbance call led to the arrest of two on endangerment charges and the revival of a man overdosing, according to Queen City police.

Misty Chase, 28, and Brandon Kenney, 30, were arrested and charged with endangering the welfare of a child. Chase was also charged with violation of bail since she was arrested in March on a theft charge.

Police, according to a report, were sent to Cartier Street at around midnight on July 10, 2016, for a report of a disturbance.

When they arrived, the officers made contact with Kenney and Chase, who was reportedly holding their daughter when she opened the door, according to Lt. Brian O’Keefe of the Manchester Police Department.

“The officers entered the apartment to check the condition of the subjects inside,” according to O’Keefe. “While doing so, they observed an infant sleeping in one bedroom and an unconscious subject in one of the other bedrooms. The 23-year-old man was unconscious and not breathing from an apparent heroin overdose.”

An officer performed chest compressions while another contacted EMTs. The man was later revived with Narcan by EMTs and transported to the hospital, according to the report.

The officers, noted O’Keefe, saw that Kenney allegedly had “fresh track marks” on his arm “indicating he had recently injected drugs into his system.” A sergeant noted that “the apartment was in less than ideal conditions for a 15 month-old and 7-year-old child to reside in,” according to the report.

Both Chase and Kenney are expected to be arraigned in Manchester District Court today.
