Police Arrest 2 Men; 3rd Suspect Sought After Weekend Mass Shooting In Manchester

Cops charge Emmanuel Sayle and Griffin O'Neil after 4 were shot at a housing project in the Queen City Saturday; third suspect at large.

MANCHESTER, NH — Police arrested two suspects they accused of being involved in a mass shooting at a college graduation party at a Queen City housing project Saturday.

Emmanuel Sayle, 21, of Manchester, was arrested on four reckless conduct and convicted felon in possession of a firearm charges, all felonies. He was also placed on a parole hold. Griffin O’Neil, 20, also have Manchester, was charged with accomplice to reckless conduct and two convicted felon in possession of a firearm charges, all felonies. He was also placed on a parole hold.

Sayle and O’Neil were accused of approaching a large party in the area of Ahern and O’Malley streets on Saturday, Heather Hamel, a public information officer for the Manchester Police Department.

“The males were wearing their hoods up and their faces were partially covered,” she said. At least one started firing a gun and four young adults were hit. All suffered non-life-threatening injuries. After the shooting, the pair was seen leaving the area in a white SUV, which has since been identified and located.”

Hamel said police are still trying to find a third person caught on video surveillance wearing a black hooded sweatshirt.

“These quick arrests were due to the non-stop efforts of Manchester police detectives and officers, as well as our partners in law enforcement, specifically Probation and Parole,” she said. “This work highlights the deep and continued commitment we all share when it comes to reducing gun violence in the city.”

Sayle, according to superior court records, was convicted two years ago on felony criminal threatening, disorderly conduct, and domestic violence-simple assault charges after an incident in Manchester in June 2021. He was also arrested, along with O'Neil, after a melee at the Red Arrow Diner in Manchester in August 2021.

Jay Ruais, a candidate for mayor in the state’s largest city, called the shootings senseless while adding that they could not become the city’s new normal.

“Manchester is filled with a great deal of promise and potential, and those responsible for these disgusting acts must be brought to justice,” he said. “While the investigation is ongoing, one thing is clear, there can be zero tolerance for this type of behavior. This is further proof that we must redouble our efforts to provide our law enforcement officials with the necessary resources to increase their presence in our neighborhoods to address quality of life issues, continue to build relationships, and deter criminal activity.”

Ruais said the city needed to tackle public safety issues that lead to crime, like drugs, gangs, and the dealers who profit from its distribution.

“There can be no equivocation when it comes to supporting our heroes in law enforcement and first responders,” he added. “This will take real leadership, and I am committed to working with everyone to solve this crisis so Queen City residents and those who wish to visit feel safe and secure.”
