Alleged Mass. Drug Dealer Arrested

Concord Police: Thomas Ladd, formerly of South Street, was allegedly assisting his sister with drug transactions.

CONCORD, NH - A relative of a local woman arrested on drug dealing charges is also facing charges himself after allegedly assisting in at least one of the transactions, according to an arrest report and court documents.

Thomas A. Ladd, 21, of Prospect Street in Athol, MA, was arrested on Jan. 24, 2016, and charged with two felony counts of sale of a controlled drug, from April 2015, and a single count of felony possession of a controlled drug, from November 2014.

During one of the alleged drug transactions, a detective, along with a cooperating witness, allegedly communicated with Thomas Ladd via a cellphone number, according to the court affidavit.

“(Thomas Ladd) was going to meet with (the witness) for the transaction and that T. Ladd was currently in the downtown area and wanted to do the deal at the Hall Street Burger King,” according to the detective’s affidavit. “T. Ladd also mentioned that he had the 8 ball of cocaine to see (the witness) but only had two grams of heroin instead of five grams.”

At around 7:30 p.m. on April 7, 2015, a detective and the witness parked on the Water Street side of the Burger King parking lot next to where Thomas Ladd had reportedly parked. Thomas Ladd allegedly slid into the backseat detective’s vehicle for the alleged sale – of both $175 worth of heroin and $275 worth of cocaine – and then left the vehicle about four minutes later, according to the affidavit. The transaction was reportedly recorded on audio and the drugs field-tested positive later for heroin and cocaine, according to the report.

A warrant was issued on Dec. 10, 2015, for his arrest.

In the November 2014 incident, an officer was sent to the area of South Street near Pillsbury for a report of a BMW that was parked on the side of the street with its engine running.

The officer approached the vehicle and spoke to the driver and two passengers. The driver reportedly smelled like alcohol and was asked to step out of the vehicle for field sobriety tests. The driver did not show signs of impairment and passed the tests. He allegedly stated that he had two shots of Fireball more than four hours before. He agreed to a portable breathalyzer and blew a 0.00, according to an affidavit.

The driver reportedly stated he didn’t think there was anything illegal in the vehicle but wouldn’t consent to a search of the vehicle, according to the report. He said he was friends with one of the passengers but didn’t know the other man.

The other man – Thomas Ladd – allegedly “was very nervous” when asked to get out of the vehicle, according to the report. During a pat down, the officer allegedly found a yellow ballpoint pen that had burnt residue on it in his pocket. When asked about it, Ladd allegedly stated that it must have “fallen into my pocket,” according to the report.

The pen was seized and everyone was released from the scene.

The pen sent to the New Hampshire State Police lab and in December 2015, the officer received a report stating that it tested positive for heroin and fentanyl residue.

An affidavit was submitted on Dec. 14, 2015, for Ladd’s arrest.

At around 9:30 a.m. on Jan. 24, 2016, police met with an officer from Richmond Police in Stoddard to pick up Ladd, who was arrested on the Concord warrants.

Ladd was held on $10,000 cash bail, according to the reports.
