Concord Man Arrested On Road Rage Gun Charges After Incident On Loudon Road

CONCORD, NH — A man from Concord was arrested on felony charges last week after a multi-week gun threat road rage investigation.

Just past 2:15 p.m. on July 31, a boy called 911 and reported a man pointing a gun at him while he was driving downtown. The teen told police the other driver cut him off, honked his horn, and then went around his vehicle and sped up in front of him, according to a transcription of the call. The boy said he was driving west on Loudon Road at the time of the incident after leaving Chipotle.

The driver of the other vehicle was accused of honking his horn and swerving into the other lane. The teen attempted to avoid the other driver by passing them, but then the driver of the Jeep continued to pass him, the report said.

At the Everett Arena, the other driver stopped in the middle of the road on a green light, as if to brake-check the teen, the report stated. The boy went around the vehicle, and as he drove by, he accused the other driver of being angry and pointing a handgun at him through the window of the vehicle.

The teen identified the vehicle as a dark colored Jeep and took a photo of the license plate, but it was blurry. He said the man was white, in his late 40s or early 50s, skinny, and possibly balding, possibly with white hair and a goatee. The boy described the handgun as small and black.

An officer took the report and later, a detective reached out to the boy for more information.

The detective also identified the number 3 and the letter P from the registration and searched the department's dispatch logs for calls for service involving Jeeps with that registration.

According to an affidavit, two results came up: A white 2018 Jeep Grand Cherokee involved in an accident on Sept. 1, 2025, and a suspicious person at 1:22 p.m. on Nov. 6, 2025, around the Chipotle at 265 Loudon Road.

The first call was ruled out because of the Jeep's color.

In the narrative of the second call, dispatch took a report from a man who said a man was staring at him. The man asked if he was OK, but the other man did not answer. He walked back to his vehicle, a dark colored Jeep, took out a gun, put it in his waistband, and walked into the restaurant, the dispatcher wrote. The man was wearing a Shaw's supermarket hat. The caller told the officer the man did not seem mentally stable and he was concerned for people inside the restaurant.

The man was later identified as William Thomas Jsirandanis, 39, with a last known address on Pleasant Street in Concord.

A few minutes later, an officer arrived at Chipotle and spoke to everyone.

The call, the officer wrote, involved a near-hit in the parking lot and comments exchanged, including the man asking Jsirandanis if he was OK. Jsirandanis then put his gun in his waistband in a threatening manner, the report stated. The officer also stated Jsirandanis appeared "calm and cooperative."

The officer deemed no crime or threat occurred and cleared the call.

The detective reviewed the Jeep registration from the November 2025 incident and the photo the boy took and found both began with the number 3. The only inconsistency was the boy said it was a six- or seven-digit license plate while the registration owned by Jsirandanis was five digits, the detective wrote.

On Aug. 4, the detective drove by the apartment on Pleasant Street where Jsirandanis lived and spotted the Jeep, which matched the photo the teen took, from other identifying factors, the affidavit said.

The detective requested a search warrant of Jsirandanis, his Jeep, and his apartment on Aug. 7.

Two detectives implemented the search warrant in the parking lot of the Shaw's Supermarket on D'Amante Drive and found a black zippered Ruger case in the center console, the affidavit said. Inside was a black Ruger .380 LCP, the detective wrote. The gun was loaded with Russian bullets, the same ones found in Jsirandanis' home, the affidavit stated.

The detective also noted Jsirandanis matched the description of the suspect given by the boy: white, skinny, and a goatee.

On Aug. 20, the detective called Shaw's and confirmed he was working on July 31 and punched out for his lunch break at 2 p.m., the report said. He punched back in at 2:46 p.m., the detective wrote.

"Given this information," the detective said, "William would have been on a lunch break during the alleged offense(s) under investigation."

A warrant was issued for his arrest on Aug. 24.

Jsirandanis was arrested at 11:20 on Aug. 26 and charged with two felonious use of a firearm, two reckless conduct-deadly weapon, and two criminal threatening-conduct with a firearm charges, all felonies, and held. He was arraigned by video in Concord District Court on Aug. 27 and detained on four charges: two criminal threatening and two reckless conduct charges. A probable cause hearing is booked for Friday.

According to the detective, Jsirandanis was convicted of two prior road rage incidents: criminal threatening with a weapon in May 2004 and reckless conduct in October 2005, both misdemeanors, and both in Manchester District Court.

According to superior court records, Jsirandanis was charged with reckless conduct after an incident in Manchester on Christmas Day 2010. He was indicted in April 2011. Jsirandanis agreed to plead guilty to the charge in May 2012. In late June 2012, the charge was nolle prossed.
