CONCORD, NH — A man from Concord was arrested and held on a weapon threat charge and child endangerment after an incident last month in the Concord Gardens apartment complex.
Around 8 p.m. on Sept. 2, police responded to the complex for a welfare check. Dispatch reported a caller hearing a neighbor yelling, "Die, die, die," inside an apartment, a report stated. A man was later spotted chasing a dog with a stick, saying, "Dare me," according to an affidavit. The caller was concerned because a child also lived in the apartment, dispatch said.
The reporting officer made contact with Travis James Larose, 37, of Concord Gardens, the man the caller reportedly spoke about, and checked on a child living in the apartment, the affidavit said. Other officers spoke to several witnesses who accused Larose of holding a large stick, like a baseball bat, and yelling, "I'm going to f------ to kill you," while running at them, an affidavit stated.

"During my interaction with Travis," the reporting officer wrote, "his mood was volatile. Travis' mood would fluctuate between being upset, laughing, crying, and otherwise normal behavior."
The officer accused Larose of having dilated pupils, due to "cannabis use," and said he sat on the floor for most of the interaction. He was also wearing shorts but no shirt, the officer wrote.
Later, while sitting in a chair inside the apartment, the officer accused Larose of saying "Shoot me." When the officer countered, "What?," he "responded by saying, 'Shoot me'," the officer wrote. After telling him he was not going to shoot him, Larose sat up straight and put the back of his head against the wall and said, "I want you to shoot me," the affidavit said. The reporting officer wrote Larose made the request several times and had a facial expression that was "numb and blank," while speaking "in a monotone and unsettling tone of voice."
The reporting officer asked another officer to come to assist in placing Larose under arrest, and he reportedly mocked him for requesting backup. Larose got up from the chair, and after beginning to cuff him, tensed his arms and pulled back from the officer, the affidavit said. After being told to stop resisting, he refused, according to the report. After the second officer arrived, Larose was handcuffed.
Larose was arrested at 10:06 p.m. on felony criminal threatening-dangerous weapon, endangering the welfare of a child, and resisting arrest or detention and an officer took him to the county jail.
Larose was arraigned in Concord District Court and held. Judge Ryan Guptill found probable cause to move forward with the case on Sept. 3. A hearing was held on Sept. 8 in Concord District Court and the case was boundover to Merrimack County Superior Court the next day.
Larose is back in superior court for a dispositional conference on Dec. 3.
