CONCORD, NH — A man from Georgia is facing felony charges after a domestic violence incident on Portsmouth Street in October, according to police.
Around 12:15 p.m. on Oct. 12, officers were sent to an apartment at Cranmore Ridge for a report of an open 911 line. A woman on the other end, according to dispatch, said she broke up with her boyfriend, but said nothing else. Just before the officer arrived, dispatch was able to speak to the woman, who accused her ex, Kenneth Parker, 30, of South Franklin Street in Adairsville, Georgia, of assaulting her.
The officer spoke to the woman, who said that around 7 a.m., she began packing up Parker's belongings after they argued the night before and she wanted him out, the report said. While packing his clothes, he came into the room and said he would take care of it, the officer wrote. She then accused him of abruptly grabbing her by the upper arms, pinning her to the bed, and strangling her for about 30 seconds. She added, "It felt a lot longer," the report said.

The officer noted red marks on the woman's neck and she also presented a picture of the previous assault from Oct. 1.
The officer spoke with Parker and he confirmed there was a verbal argument that escalated and accused the woman of pushing and hitting him. He then grabbed onto her upper arms to defend himself and pinned her to the bed, the officer accused him of saying. Parker then "placed his hand on her neck and applied pressure," the affidavit said.
"Kenneth advised he immediately removed his hand from (her) neck once he realized what was happening," the officer wrote in an affidavit. "He advised he did see the mark on (her) neck (and) advised he was unsure of when this happened (possibly) within the past week."
The officer spoke to the victim about whether she hit or pushed Parker before being strangled, and she said the attack "was out of nowhere." She added, "Tempers were rather calm leading up to the attack, and she was not sure what triggered it," the officer wrote.
A warrant was issued for Parker's arrest for second-degree assault-strangulation and second-degree assault-domestic violence-strangulation charges, both felonies. He was arrested on Oct. 13 and detained at the Belknap County Jail.
Parker was back in Concord District Court on Oct. 22 for a probable cause hearing.
According to bail paperwork, he had been living in New Hampshire for about four months, had no other ties to the Concord community, and was considered a "moderate risk of violating bail conditions."
