‘Armed and Dangerous’ Franklin Fugitive Arrested in Concord
Ryan Brouillard, who allegedly shot at police this week, has been captured; an explosive sound from Manchester Street was caught on video.
CONCORD, NH — An allegedly armed and dangerous fugitive was captured this morning in Concord after a SWAT team and police converged in the area of Manchester Street and Pembroke, according to press reports. Ryan Brouillard, 33, was arrested on Dec. 31, 2016, and charged with felony possession of a firearm, reckless conduct, criminal threatening with a deadly weapon, resisting arrest, and parole violation, according to WBZ-TV.

Brouillard had been on the run since Dec. 28, after allegedly shooting at Franklin Police while they were called to a domestic incident on Pleasant Street in that city. After he reportedly fled, New Hampshire State Police SWAT teams and aviation units searched the area, including a local homeless camp, but were unable to find him. A number of residents were evacuated from the area during the manhunt, and police had to dispel rumors that officers were shot during the exchange, according to press reports.
Brouillard was initially wanted on a warrant out of Plymouth for a parole violation that was issued earlier this month. He was last seen in that community on Dec. 20.

On Facebook two days ago, Franklin Police pleaded for Brouillard to turn himself in to police.
“This need not continue further. You need to think about those who care about you and the safety of yourself and others. Consider your child and the lasting effect it may have.”
This morning, in the area of Manchester Street and Airport Road, police and emergency vehicles could be seen staging near Old Suncook Road at just after 2 a.m., according to witnesses. One, who was recording the incident on their cellphone, captured at least one audible sound – either a gun shot or pepper spray bomb – that could be heard on the recording. The capture area, according to the witness, was in the area of Manchester Street and Broken Bridge Road, near the manufactured home parks, they stated.
Law enforcement officials were not available for comment and had not released information about the capture at post time. Concord NH Patch will update this post when more information becomes available.
