ARRESTS: Lancaster Men Arrested at Merrimack Valley High School
The following information was supplied by the Concord Police Department. It does not indicate a conviction.

- Joshua R. Burney, 33, of Concord, was issued a summons at 9 a.m. on June 28, for negligent driving. The summons was issued to Burney after being pulled over at the intersection of Village Street and Borough Road. He had a court date on July 30.
- Dominik DePhillips, 40, of Concord, was arrested on July 10, on a simple assault (personal weapons) charge. He was arrested at 12:45 p.m. after an alleged incident earlier in the morning at Higgins Place. The alleged victim was a male in-law who lives in Concord. Personal recognizance bail was set at $500. DePhillips is due in Sixth Circuit District Division Court on Aug. 23.
- Michael R. Bernard-Daisey, 26, of Concord, was arrested at 5 a.m. on July 15, on a theft by unauthorized taking or transfer. Police allege that Bernard-Daisey took a black purse, and all of its contents, from the on South Main Street on June 8. The alleged victim was a Concord woman. Bernard-Daisey was refused bail and had a court date on July 16.
- Melinda Lee Hilliard, 26, of Laconia, was arrested on July 15, and charged with suspended registration (operating-misd), driving after revocation or suspension, and a bench warrant. She was arrested at 7:22 a.m. outside Kentucky Fried Chicken on Loudon Road. Personal recognizance bail was set at $5,000. Hilliard is due in Sixth Circuit District Division Court on Aug. 20.
- Joeline Joyce Horton, 24, of Concord, was arrested on July 15, on a simple assault (personal weapons) charge. She was arrested at 10:04 a.m. on Rex Drive. Police allege that she assault her boyfriend, a Concord man. Personal recognizance bail was set at $2,000. Horton is due in Sixth Circuit District Division Court on Aug. 20.
- Lucille Sebastian, 45, of Concord, was arrested at 2:47 p.m. on July 15, on a criminal mischief (vandalism) charge. The charge stems from an alleged incident on Higgins Place on July 10. Police allege the Sebastian destroyed or damaged two ceramic bowls owned by her male spouse. Personal recognizance bail was set at $2,000. Sebastian is due in Sixth Circuit District Division Court on Aug. 20.
- Allen Danny Leclair, 45, of Concord, was issued a summons at 4:45 p.m. on July 15, in the Legislative Parking Garage on a simple assault (personal weapons). The alleged victim was a male teenager from Concord who was a stranger to Leclair. He is due in Sixth Circuit District Division Court on Aug. 20.
- Katelyn E. Bennett, 22, of Concord, was arrested on July 15, and charged with simple assault (personal weapons) and criminal trespass. She was arrested at 6:22 p.m. on Village Street. Police allege that the victim in the case was a female teenager from Penacook who was otherwise unknown to Bennett. Personal recognizance bail was set at $2,000. Bennett is due in Sixth Circuit District Division Court on Aug. 20.
- Keshav Keshab Kafley, 20, of Concord, was issued a summons at 12:48 a.m. on July 16, on a driving after revocation or suspension charge. He is due in Sixth Circuit District Division Court on Aug. 27.
- Charles Holloway, 51, of Lancaster, was arrested on July 16, and charged with two counts of driving while intoxicated, driving after revocation or suspension, and default or breach of bail conditions. He was arrested at 12:50 a.m. outside of on Village Street. The vehicle involved in the incident was a 2005 Chrysler Town & Country minivan. Personal recognizance bail was set at $4,000. Holloway is due in Sixth Circuit District Division Court on Aug. 20.
- Richard Coulter, 37, of Lancaster, was issued a summons at 1:07 a.m. on July 16, for on an allowing improper person to operate charge, outside of Merrimack Valley High School on Village Street. Coulter is due in Sixth Circuit District Division Court on Aug. 27.
- Benjamin Kelso, 17, of Bow, was arrested on July 16, and charged with transportation of alcoholic beverages by a minor and unlawful possession of alcohol. He was arrested at 2:50 a.m. on Crescent Street. Personal recognizance bail was set at $2,000. Kelso is due in Sixth Circuit District Division Court on Aug. 27.
