ARRESTS: Teen Allegedly Hides Stolen Bracelet in Her Bra
The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Editor’s Note: Due to more extensive narratives in the Concord Police arrest reports, it’s taking a little be longer to transcribe entries and that is why the report dates vary so widely.
- Kevin G. Menento, 20, of Concord, was arrested at 11:26 a.m. on Jan. 16, on three felony counts of sale of controlled drugs. The allegations stem from 6.2 grams of cocaine sold on Franklin Street and at White Park in January. Menento, who was already in the Rockingham County Jail, was held on $10,000 cash bail and arraigned from jail on Jan. 17.
- Justin M. Senecal, 23, of Bow, was arrested at 11:37 a.m. on Jan. 16, and charged with criminal trespass and criminal mischief (vandalism) from an alleged incident on Dec. 15, 2012, at South Street. Police allege that Senecal damaged or destroyed blinds valued at $50. Senecal turned himself into police. He was released on $4,000 personal recognizance bail and was arraigned on Feb. 25.
- Nicholas Shiek, 38, of Concord, received a summons at 6 p.m. on Jan. 16, for operating without a valid license. An officer was sent to an accident at Portsmouth Street and Locke Road. A 1999 Dodge Durango was observed off the side of the road. The officer spoke to Shiek about the accident. He reportedly did not offer any excuse for driving without a valid license adding that he knew his license in Massachusetts had been suspended. Shiek was arraigned on Feb. 25.
- Micah Nathan Sullivan, 37, was arrested at 11:25 p.m. on Jan. 17, on a bench warrant. Officers were called to Concord Hospital on Pleasant Street to pick up Sullivan on a bench warrant with $1,300 cash to settle. He reportedly told officers he knew he had some fines but didn’t know it was $1,300. He was arrested and later released on personal recognizance bail.
- Starr L. Roberts, 22, of Boscawen, received a summons at 1:20 a.m. on Jan. 20, on driving after revocation or suspension, driver’s license prohibitions, and driving without giving proof charges.
- Nyabunguye Tembasi, 20, a homeless man now located in Concord, was arrested at 10:29 p.m. on Feb. 8, on a criminal trespass charge. An officer was on foot patrol on Thompson Street near the Kennedy Apartments. While walking inside the building, the officer reportedly smelled cigarette smoke and from past experience, knew that Tembasi was often allegedly walking the stairwells of the building while smoking even though he was under a no trespass order. The officer made it up to the eighth floor and heard the door to the ninth floor open. While venturing up to the ninth floor, the officer allegedly saw Tembasi exit down another stairwell, in an attempt to evade the officer. Tembasi was allegedly seen running down the stairs, skipping a number of stairs at a time, according to the officer, who radioed for backup. Tembasi was eventually found in the boiler room squatting down on the floor. Tembasi was arrested, refused bail, and was arraigned on Feb. 11.
- Ian T. Matthews, 26, of Concord, was arrested at 2 a.m. on Feb. 8, simple assault (personal weapons). Officers were dispatched to Lake Street for a fire department medical call for a person who was being physical. Officers arrived and made contact with a woman who was reportedly upset but also laughing. The woman said Matthews had a seizure and reportedly kept telling the officers that there wasn’t a domestic incident at the home and she was fine. The officers reportedly found a knife and hid it for safe keeping. At one of the bedrooms, an officer knocked on the door but there was no answer and the door was blocked. An officer was able to get the door opened a bit and reportedly saw Matthews with his back up against the wall. The officers spoke with fire and rescue along with Matthews. Matthews reportedly said he refused medical treatment. He allegedly told the officers that he had been drinking with some friends in the area and they all began to argue so he left and went home. One of the friends allegedly followed him to his house and they continued to argue and began to fight. The officer reported seeing blood in the stairwell, according to the report. The woman reportedly continued to talk to officers downstairs and it was later revealed that she alleged that there was a scuffle between her and Matthews. The officer reportedly saw an injury on the woman’s neck. Matthews was then arrested, refused bail, and was arraigned on Feb. 8.
- Michael Robert Picard, a homeless man now located in Concord, was arrested at 8:55 a.m. on March 22, and charged with disorderly conduct and possession of alcohol beverages on public property. While parked at the intersection of North Main and Pleasant streets directing pedestrian safety, an officer allegedly observed a man step off the curb and stumble into the street while trying to make his way across. The officer stopped the subject, later identified as Picard, and could smell the odor of alcohol coming from his mouth. Picard allegedly told the officer that he was heavily intoxicated. The man gave his name and said he was from Nashua but dispatch was unable to find anyone with that name. The man said he was not lying about his name and was trying to get to his girlfriend’s house at “333.” The man also said he was Sen. Warren Rudman’s son, the officer alleged. Inside his backpack, the officer allegedly found an open bottle of Livingston Chardnoy wine. The officer also reported that Picard had urinated all over himself. After being arrested, Picard allegedly became very irritable and stated that he had brothers who would beat up the officer. He was held without bail and arraigned on March 22.
- Tyler Matthew Splett, 28, of Concord, was arrested at 10:21 a.m. on March 23, on an issuing bad checks charge from Sears on Loudon Road from Sept. 14, 2012, for $900. An officer watching the intersection of Rumford and Walker streets for stop sign violations allegedly observed an Audi traveling south. The Audi, the officer alleged, went right through the stop sign. The officer pulled the car over on Rumford Street. The driver, Splett, got out of the car and the officer ordered him to get back into the car, which he did. After checking Splett’s license, it was revealed that there were two active warrants out for his arrested including one from the Bow Police Department for theft by unauthorized taking. Splett was arrested and later released on $2,000 personal recognizance bail. He has a court date on April 29. Splett was then transported to Bow for booking.
- Cre E. Clay, 17, of Concord, was arrested at 5:30 p.m. on March 27, and charged with theft and possession and use of tobacco products by minors. An officer was called to Sears for a shoplifter that was reportedly being confrontational with the loss prevention employees. The officer spoke to Clay who allegedly admitted to stealing a bracelet but gave it back later. Clay was “very argumentative,” the officer alleged, and was upset that loss prevention employees were making a big deal about the theft. The employee stated that a lot of jewelry had been stolen recently so they had been watching the department and reported seeing Clay allegedly steal a bracelet while walking by a scarf display. The bracelet was valued at $26. When confronted, Clay allegedly first denied stealing the bracelet but when she was told the police were going to be called, she reportedly pulled the bracelet out of her bra and threw it on the floor. Clay was placed under arrest and the tobacco charge was added later after the officer reported finding Marlboros in the girl's purse. She was released on $1,000 personal recognizance bail to her mother and is due in court on April 29.
