Concord Teacher Accused Of Raping Student In Newton, MA

Police said Primo "Howie" Leung is accused of having a sexual relationship with a minor in Newton, Massachusetts.

CONCORD, NH — A teacher from Concord was arrested Wednesday and charged with raping a student at a summer camp in Massachusetts, police said Thursday. Primo "Howie" Leung was accused of having a sexual relationship with the girl under the age of 14 in Concord and while he worked at a summer camp in at the Fessenden School in Newton, Massachusetts, in 2015 and 2016.

Leung was charged with two counts of aggravated rape of a child, indecent assault on a child and held in custody. Concord police said the New Hampshire Department of Education notified them in February that Leung had been accused of having inappropriate contact with female students. Police determined during an investigation that a sexual relationship with a minor occurred both in Concord and in Newton.

In a letter to the Concord School District Community Thursday, Superintendent Terri Forsten said when the school became aware of the allegations involving the teacher and a female student, he was immediately placed on administrative leave and the NH Department of Education was contacted.

"These allegations are despicable and sickening and are certainly not representative of the culture or the community that we work so hard to surround our students with here in the Concord School
District," Forsten said. "It is important to know that we provide educational programming and training for all employees regarding appropriate and acceptable behavior, including having our staff review relevant policies.

"We expect all employees to serve as role models to our students, both inside and outside the
classroom."

Concord police said they conducted searches of Leung’s home and at Concord High School. They said the investigation is ongoing in conjunction with Massachusetts authorities to determine if any additional charges are warranted.

Forsten said counselors will be at Concord High School in upcoming days for any students who are having trouble coping with the revelations.
