According to arrest reports and court affidavits, officers on foot patrol on Loudon Road on the morning of May 3, observed an illuminated light on the ground floor of one of the Morning Star Apartment Building’s common areas where the meters and laundry facilities were located. They saw a man pick up a spoon, walk over to a sink, and put a couple of drops of water onto the spoon. The officer presumed that the man was preparing “illegal drugs for consumption.”

One of the officers made his way into the building and down to the common area and made contact with the two men they saw from outside. The officer saw the spoon in question, with white residue on it, next to a clothes dryer, along with balled up piece of cotton resting in the middle of the spoon.

“Through my training and experience, I am aware of numerous illegal substances that can be prepared in such a way,” the officer noted.

The other officer entered the building and learned that the men were Brock and Murray. Murray was put in restraints while Brock allegedly “jumped up and attempted to run out of the room.” The officers grabbed him and restrained him to keep him from running.

According to another report, there was a plastic bag contained several electronic items, including several GPS units, also found with the men.

According to the warrants, Murray was wanted for nonappearance in court on May 1, on a simple assault charge. He was also wanted by the Concord Police for a felony theft charge from the New Hampshire Liquor Store on Storrs Street from Dec. 11, 2013. Two other warrants were issued by the Merrimack County Sheriff’s Office for drug offenses.

The substance in the spoon was field-tested and allegedly tested “presumptive positive for the presence of cocaine,” according to the report.

Murray was searched and police allegedly found two hypodermic needles with residue and a small container of pills (Nuvigil and Escitalopram).

Both Brock and Murray were held without bail and arraigned on May 5.

According to Patch police reports, during the last couple of years, Murray has been in a heap of trouble, including a theft charge in Penacook last year, a stolen car and other charges in the South End last year, and theft and assault charges in January

Brock has also been in a bit of trouble the last couple of years. In 2012, he was arrested on assault and theft charges, a theft charge from the liquor store last summer, and breach of bail conditions in December 2012.
